Imphal, May 1: Manipur Police have arrested Sinthangamba Konsham Mangang (25) of Heirok Part III, Kabo Leikai, Thoubal District. He is a serial offender linked to several mob-related incidents across the state, including attacks on the SP Thoubal Office, DC Thoubal Office, a case under Singjamei Police Station, and a mob incident at Keishampat in Imphal West.
