MLA Sheikh Noorul Hassan Seeks Urgent Intervention to Avert Flood Crisis in Kshetrigao
In a compelling appeal to the Hon’ble Governor of Manipur, Sheikh Noorul Hassan, Member of the Manipur Legislative Assembly from the 4-Kshetrigao Assembly Constituency and Leader of the Legislative Party (NPP), has called for urgent and coordinated government action to prevent further flooding from the Iril and Kongba rivers.
With over 70,000 residents at risk, the MLA’s letter emphasizes the scale of the crisis: “Annual monsoon overflows and repeated breaches have already inundated approximately 80% of the constituency this season,” he wrote. Citing massive losses to crops, homes, and small businesses, Hassan warned that the community continues to rely on makeshift flood barriers of bamboo and earth, which offer limited protection.
The urgent intervention request includes:
1. Declaration of a “local disaster-prone zone” under Section 23 of the Disaster Management Act, 2005, enabling advance SDRF funding.
2. Emergency directives to the Water Resources Department for earth-filling of priority breaches and preparation of Detailed Project Reports (DPR) for bore-piling at chronic sites.
3. One-time supervised extraction of red soil from nearby molehills for embankment reinforcement — a preventive measure currently hampered by restrictive forest regulations.
4. Creation of a joint task-force including WRD, Forest Department, District Administration, and local MLAs for soil usage certification and environmental safeguards.
5. Provision of contingency funds and machinery mobilization before peak monsoon (mid-July).
In a long-term perspective, Hassan also called for flood-plain zoning, desiltation, and early warning systems, along with community-based disaster preparedness initiatives.
