The District Magistrate of Churachandpur has issued a prohibitory order under Section 161 of the Bharatiya Nyaya Sanhita (BNS), 2023, following confirmation of an African Swine Fever (ASF) outbreak at the farm of Shri Khaimoun in Kangvai village, Kangvai Sub-Division.

The outbreak was reported by the Directorate of Veterinary & Animal Husbandry Services via orders dated November 13, 2025. In line with the National Action Plan for ASF control, the area has now been categorised into an “Infected Zone” (1 km radius) and a “Surveillance Zone” (10 km radius).

Key Restrictions in the Infected Zone include:

  1. No movement of pigs, pig feed, pork, or pork products in or out of the zone.
  2. No carrier of goods or animals is allowed to transport pigs from the area.
  3. No slaughter, sale, or transport of live or dead pigs suspected to be infected.
  4. No fairs, markets, animal exhibitions, or related gatherings involving pigs.
  5. No attempt to bring pigs to any public place.
  6. All pigs within 1 km of the infected site will be humanely culled, and proper disposal and disinfection will be carried out by the Veterinary Department in coordination with district authorities.

Restrictions in the Surveillance Zone (10 km) include:

  1. All villages within 10 km are notified as Surveillance Zone.
  2. All Infected Zone restrictions apply except culling.
  3. Pigs will undergo intensive clinical, biological, and serological surveillance.

The order takes immediate effect and will remain in force until further notice. Violation of the prohibitory order is punishable under Section 223 of the BNS, 2023.

The District Magistrate has directed all concerned departments—including Police, Forest, Veterinary & Animal Husbandry, ADC Churachandpur, and Kangvai village authorities—to strictly enforce the measures.
