Indefinite Shutdown Declared in Kuki Areas Over ‘Free Movement’ Policy
Imphal, March 9, 2025 – Tensions escalated across Manipur as the Kuki-Zo Council (KZC) declared an indefinite shutdown in all Kuki-Zo areas from midnight of March 8, protesting the state government’s “Free Movement” initiative. The council strongly opposes the policy, demanding a political solution for the Kuki-Zo community as a prerequisite for lasting peace.
The unrest follows the government’s decision to facilitate the movement of Meitei people into Kuki-Zo-dominated regions, despite repeated warnings from community leaders. Violent clashes erupted between security forces escorting buses and Kuki-Zo protesters, leading to the death of Mr. Lalgun Singsit of Keithelmanbi and severe injuries to multiple demonstrators, including women. Reports confirm that one protester succumbed to gunfire by security personnel, while two others remain in critical condition. Over 50 women protesters sustained serious injuries during the confrontation.
Kuki-Zo Council Condemns Government’s Move
In a strongly worded statement, the KZC condemned the state government for disregarding community concerns and enforcing the controversial movement policy. The council accused authorities of ignoring repeated warnings and escalating tensions by pushing a policy that could lead to demographic changes in their areas.
Protests, led primarily by Kuki-Zo women, have intensified, with demonstrators voicing concerns over security and the perceived threat to their community’s autonomy. The use of force by security personnel has further deepened resentment and raised fears of prolonged unrest.
The KZC reaffirmed its stance that peace cannot be imposed through coercion. The council stated that sustainable peace must be built on mutual respect and understanding, rather than unilateral actions that disproportionately impact a particular community.

With the indefinite shutdown in effect, normal life in Kuki-Zo areas has come to a standstill. Roads remain blocked, businesses are shut, and protests are expected to intensify. The situation remains volatile, with both communities on edge and security forces maintaining a high alert.
As the standoff continues, the state government is yet to issue an official response to the demands of the Kuki-Zo community. Whether authorities will engage in dialogue or persist with their current approach remains unclear, but tensions in Manipur are at a boiling point with no immediate resolution in sight.
