MPCC President Demands Probe into Alleged Misuse of Flood Management Funds in Manipur
Imphal, June 1, 2025 — Manipur Pradesh Congress Committee (MPCC) President and MLA Keisham Meghachandra Singh has called for an impartial and independent investigation into the alleged misappropriation of funds meant for flood management in Manipur.
In a Facebook post, Meghachandra highlighted that ₹460 crore was sanctioned by the Union Ministry of Jal Shakti in 2022 under the Flood Management and Border Areas Programme (FMBAP) for the state. He stated that work orders related to the programme were issued in 2023.
Referring to a reply provided in the Manipur Legislative Assembly on February 29, 2024, Meghachandra pointed out that the Water Resources Minister confirmed that works under the FMBAP were executed as per specifications and denied that funds were released without execution of the works.
The response was part of Starred Question No. 201, raised by Meghachandra Singh himself, seeking clarification on the implementation of the programme and the release of funds.
The MLA alleged that had the funds been properly utilised, Manipur could have avoided the current flood crisis. He questioned the role of the state government, referring to it as a “double-engine government,” and accused it of mishandling the flood management funds.
No official response has yet been issued by the Water Resources Department or the state government on the allegations raised.
