Certificates to be Issued in Offline Mode Till E-Service System Restored: DC Imphal West
The Office of the Deputy Commissioner, Imphal West, has issued an order directing that all certificates, including Caste Certificates (OBC/SC/ST), Income Certificates, Permanent Resident Certificates, and Domicile Certificates, will be issued in offline mode until the restoration of the state’s e-service system.
According to the order, the e-service portal — https://www.eservicesmanipur.gov.in — is currently non-functional due to technical issues, causing inconvenience to applicants who urgently require certificates.
The directive comes at a time when many students are in their scholarship application season, during which documents such as income and caste certificates are mandatory. The temporary suspension of online services is therefore expected to significantly affect students applying for various scholarship schemes.
In the interest of public convenience and to ensure continuity of service delivery, Deputy Commissioner Mayanglambam Rajkumar Singh stated that certificates may be issued manually with immediate effect.
All Additional Deputy Commissioners, Sub-Divisional Officers, and Sub-Deputy Collectors under Imphal West District have been directed to accept applications manually in the prescribed format and maintain proper records of all applications and certificates issued during the offline period.
The order will remain in force until further instructions or until the e-service system becomes functional again.
