3rd Quarter DISHA Meeting Begins in Bishnupur District
The two-day 3rd Quarter District Development Coordination and Monitoring Committee (DISHA) meeting for Bishnupur district commenced today at the Conference Hall of the Mini Secretariat, Bishnupur. The meeting, scheduled for November 16 and 17, is organised by the District Rural Development Agency (DRDA), Bishnupur.


The session was chaired by Dr. Angomcha Bimol Akoijam, Hon’ble Member of Parliament, Inner Manipur Parliamentary Constituency, and Chairman of the DISHA Committee.
Deputy Commissioner Smt. Pooja Elangbam welcomed the MP and expressed gratitude for his continued leadership and guidance. She highlighted key initiatives taken up by the District Administration, including extensive field visits to identify and address implementation challenges at the grassroots level. Reaffirming her commitment to transparency, accountability and timely execution of government schemes, she underscored the importance of aligning district initiatives with the core objectives of the DISHA framework.
The first day of the meeting featured detailed progress presentations and PowerPoint reports from the Chief Medical Officer, Zonal Education Officer Zone IV, CEO Zilla Parishad, District Agriculture Officer, and other line departments. The discussions included an Action Taken Report based on the previous DISHA meeting held on July 11–12, 2025.
Addressing the gathering, MP Dr. A. Bimol Akoijam commended the CMO and the DC for their proactive efforts in securing two upgraded ultrasound machines—one for District Hospital, Bishnupur, and another for CHC Ningthoukhong. He emphasised the need to strengthen the National Programme for Prevention & Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS), noting that many non-communicable diseases are preventable through early intervention. Effective prevention, he said, would reduce costly out-of-state medical treatment and contribute to improving the State’s economy.
The MP urged all officials to deliver their best, emphasising that numerous small but positive changes can collectively bring about meaningful transformation. He encouraged them to explore innovative and community-focused approaches, stressing that targeted ground-level improvements are essential for sustainable development.
He also reviewed departmental progress and interacted with officers on challenges faced during implementation. Officers shared various on-ground difficulties, to which the MP assured his full support within available capacity.
The meeting was attended by Shri Tongbram Robindro Singh, MLA of Thanga AC, constituency representatives, DISHA committee nominees, SP Bishnupur Shri Th. Shangker Deva, and District Level Officers.
