Manipur Government Issues Strict Guidelines to Curb Multiple Birth Certificate Issuance
Imphal, April 24, 2025 — The Government of Manipur has issued a crucial notification mandating strict verification of the date of birth prior to Aadhaar registration and ordering the cessation of issuing multiple birth certificates. The directive, dated April 24, 2025, aims to tackle the growing issue of frequent birth date corrections that complicate Aadhaar enrolment processes.
The notification, issued by Dr. Mayengbam Veto Singh, Joint Secretary (Home), follows a request from departments including RD&PR, MAHUD, and Health & Family Welfare, which highlighted the need for tighter control over birth certificate issuance. The departments raised concerns regarding misuse and complications arising from the existence of multiple certificates for the same individual.
According to the order, all concerned departments and authorities are directed to avoid issuing multiple birth certificates and to cancel previously issued ones when a new certificate is being requested. It also explicitly states that once the date of birth is verified and used for Aadhaar enrolment, no further changes will be allowed.
Officials across the state, including Deputy Commissioners and UIDAI regional officers, have been instructed to ensure compliance with this order.
